Fair Work Building and Construction (FWBC) made a series of allegations against the Construction, Forestry, Mining and Energy Union (CFMEU) ACT branch secretary Dean Hall and five other officials.

The allegations included that Mr Hall disrupted a concrete pour and threatened to stop another.

The FWBC claimed on a site in Franklin, in Canberra's north, Mr Hall allegedly told a concrete pump operator, "stop pumping or I'll make you lose your ticket".

The operator allegedly packed up the concrete pump and left the site.

The FWBC said Mr Hall reportedly said to union organiser Johnny Lomax, "watch what happens when I stop their pour. There's going to be a punch on here."

Mr Hall rejected the allegations and said the union would mount a vigorous defence in the Federal Circuit Court.

"The CFMEU in the ACT is proud of the fact that we're helping change the worst safety culture in the country," he said.

"The ACT has the worst safety record in the building construction industry by a country mile and the CFMEU and its officers have played a proactive role in trying to enforce and promote an improved and better safety standard in the construction industry."

FWBC also claimed Mr Hall produced a square of paper the size of a matchbox when site management asked him to show his right-of-entry permit on a construction site.

The FWBC said right-of-entry permits were A4-sized documents and FWBC claimed the paper was illegible apart from Mr Hall's name, the Australian Government logo and the words Fair Work.

Mr Hall said the CFMEU would also counter-sue the two builders who he claimed hindered and obstructed a permit holder.
