i guess it's electrical problem, coil works well,  hydraulic works well too . I exchange stroke limiter card with another pump and problem still there. The flow goes up and down when pump stroke. How many electrical card control stroke limiter ?

Can you give us a little more info about your pump? Year? Type controller

local or remote?

Replace the stroke limiter cartridge.
