Todd,I believe that's called a California stop.

Here in ole Drylanta the camera is activated to only take shots of people that make a complete stop. Saves on film.

My other fave is AFTER the light turns red three more people are required to make a left turn.

And now for the easiest way to wreck your car..... Stop for a yellow light. That may even be against the law in Gawja. ;~)
