Feedback on Slow States - looking for places to advertise

If I could get some feedback on how the various states are doing that do have very rough winters (need someone that can pump in cold weather) I would appreciate it. Even if just in general construction is slow would be good.

Trying to run advertisements to get an operator to move here and thinking that I need to hit the states that are slow.

I've also advertised here on Todd's site - so for info check there.
