Here is an article on why shorts are not a good idea.

I dont think these guys now what prolonged exposure to Concrete will do to them.

thanks todd. our concrete must not have chemicals as bad as yours, we dont get problems any where near like that here.

It's the cement that burns.
It's alcali, has a PH of about 10+ so it burns.

It should have 12.5 PH so the rebar dosent rust anymore when it is covered in concrete...

We us shorts in the summertime in Sweden too and I have not seen anyone get that kind of burns , but if they have a boot that leak and some cementslurry get in the boot and they goes with it a day then I have seen burns like that or pants and shirts with cement and svett.....

Not from concretesplatter on the leg or arms if you have shorts and T-shirts....
