RICHMOND, Va. Federal officials say a contractor for a Mecklenburg County highway project was sentenced to 30 days in prison and fined 15-hundred dollars for polluting the J-H Kerr Reservoir.

Loch Lawrence Louman, of Gig Harbor, Washington, pleaded guilty in February to depositing refuse into a navigable waterway. The 47-year-old faced a maximum of one year in prison and a 25-thousand dollar fine.

Louman was the construction project manager on the project to complete the Clarksville bypass project. He admitted he was responsible for dumping concrete slurry into the reservoir when a concrete pump failed. The slurry was a mixture of water, concrete and plasticizer.

The project involved expansion of U-S 58 south of the existing bridge and construction of a new bridge across the reservoir.

My opinion,the fine and imprisonment is rediculous.Tree huggers,have too much time on their hands.I guaruntee the earth will heal itself.Yes ,you should not throw your garbage on the ground or dump your used motor oil in the storm drain.They say,dont use paper towels,save a tree,but yet mother nature sends us a tropical cyclone that knocks over between 60 and 75 percent of the trees in St.tammany and Washington Parish.Yes, you read it correctly.Like I said,the earth will heal,humans will,after we self-distruct from within.The people who assesed the fine are probably home right now cutting their little yards spewing noxiuos fumes into the air and driving to work on top of tires made of,well,tires that will basically never decompose.Concrete in a resevoir,please.These politically correct nit-wits need to back off.Yep,makes alot of sense to me,filling a prison with hard working,men and women,good idea.Think of this,every day thousands of yards of concrete are poured onto the surface of this wonderful earth,but how many people get fined?Well they say,thats in the rule book.Where do the contents of concrete come from,I think they come from the ground.30 days in jail, and a conviction on your permenant record,for improper dumping of concrete,seems very silly to me.Now I will be looking for answers that are backed by hard facts,not politically correct hoo-ha.Yes,I do periodically wash-out in my own driveway,fine me......

Unfortunatly the moral majority wins.I'm sure your remember the days when we just washed out in a spot where a machine could get it.It's sad that everyone wasn't responsible.I can remember operators that would was out where it was convienent for them,without reguard.The mixer driver that dumped 4-5 yards so he wouldn't have to wash out at the plant.We are paying the price for those irresponsible acts.This has went on for so long it has become an accepted practice.Not all that long ago on a big pour downtown Denver (pump on street) the driver where doing a quick rinse in hopper and finish up away from pump.The fines where in the thousands.Like it or not we are stuck with it.I personally wouldn't appriciate a cow patty down from my house,well maybe if it was stamped.Just a sign of changing times.
