I run a 4 sec.28m putz.{1996}.The main and seconds sections and swing all started to move alittle bit slower in the last month.The third sec and jib work fine.I changed all filters about 8 months ago.

First off, if you're running the pump everyday, I'd change the filters more than every 8 months (at the most six but sometimes I do it every 3rd because of closed loop sensitivity to contamination and filters to the big pumps on suction side).  Back to the topic though, you've got an electrical problem, not hydraulic.  Switch the angle plug from your third (which works fine) to your swing (which is slow) and swing with the 3rd function.  If you're swing is fixed, then you've probably got corrosion or a loose wire inside of the plugs (if you clean your truck with a mineral acid then this is more than likely the culprit).  If it's Hawe hand valves and not the older style putz, it can also be the piece on the back of the hand valves that's held in by three bolts (not sure what it's called but when you take it off it's a square block with two tits and nipples).
