What taxes are involved when you a concrete pump? And who pays for what?

If you are referring to Federal Excise Tax, Concrete Pump trucks should not be subject to this tax according to the IRS website.  http://www.irs.gov/instructions/i2290/ch01.html

If you look under the exemptions, concrete pump trucks should fall under "Specially designed mobile machinery for non-transportation function."
