Holy cow, i think we need to know the facts here, was the power turned off, was the Power still on???? I think it is always good to know the facts before passing judgment. I am too quick to do that sometimes myself. 

 I think that Mr. Morales will clarify that the boom is not over the lines,it is an obtacle illusion............

Even if they weren't energized, I would have a hard time doing that one after seeing the pump that you posted a few months back!!!

In order to make me believe that a power line is not energized the contractor must throw a chain over the line in question, take off his boots, grab the chain while peeing on his feet.

Until that test is complete, the line is energized. ;~)

Here is my opinion,

Those are insulated, low voltage telephone/cable lines.  Note the complete lack of insulators on the pole.  Note also how low to the ground the wires are.  Lines like that are perfectly acceptabe to boom over. most utility companies don't even bother trimming brush around them because they pose no risk of electrocution.  In many cases these types of lines are so low to the ground you can't even drive under them to access the site so going over is the only option.  Now don't get me wrong I would never condone booming over a real power line. But phone and cable lies pose no risk. 

 If OHSA/ WCB or whatever bureaucracy of choice tried to throw me under the bus for something like this I would fight them to the death. It is a stupid reason to refuse a job!
