OAKLAND, CA - AUGUST 08: Workers monitor a concrete pump on the deck of the new Bay Bridge on August 8, 2013 in Oakland, California. Workers began pouring concrete as part of the installation of large steel saddles over two seismic safety devices to fix a problem with broken bolts on two shear keys.
